Title: Union Government’s Procurement from Women-Led Enterprises Nears Target: A Positive Step Towards Inclusivity

New Delhi: In a noteworthy move reflecting the government’s commitment to gender equality and economic empowerment, public procurement from women-led micro and small enterprises (MSEs) has surged to 2.82% in the first five months of FY26, approaching the mandated 3% target after five years of underachievement. This figure represents significant progress from the 1% recorded in FY22 and 2.25% in FY25, culminating in a total procurement of ₹1,961 crore by the beginning of September.

The government’s procurement rules require that 25% of total goods and services be sourced from MSEs, which includes a specific allocation of 3% from women-led businesses. This policy, originally revised in 2018, aims to uplift marginalized sectors of the economy, promoting inclusive growth.

Transitioning Towards an Empowered Future

Despite the recent upward trend, the struggle to meet the 3% target remains evident. The total expenditures on women-led MSEs reached ₹6,000 crore in FY25, nearly doubling the ₹3,154 crore spent in FY24, where purchases constituted only 1.85% of total procurement. This shift mirrors a broader increase in women-led enterprises, which have notably risen to almost 40% as of September 2025, up from around 20% in late 2022.

The findings from Niti Aayog highlight that while 45% of women-led MSMEs operate within manufacturing, significant barriers persist. Increasingly, these businesses face challenges related to market exposure, logistics, and social norms that can inhibit the full realization of their potential.

As the government implements numerous schemes aimed at bolstering women-led businesses—such as enhanced credit guarantees and subsidies—there’s a palpable call to action for all sectors of society to support this movement.
